the tmobile page you found is just a configurator gprs and mms configurator for people that have non tmobile phone.

That's actually very convenient for people who needs the settings for non T-Mobile branded phones.

Frankly, Cingular isn't moving slowly. It might feel that way to you because you're not involved with the work. I could say that Verizon and Sprint are likewise moving very slowly. Neither has much geographical coverage with EV-DO.

That's maybe 10% of their native voice coverage area (and it isn't like Sprint's native coverage area is that extensive). October is said to be a big month for Cingular in rollouts so maybe you should wait for then.

The fact is that it takes a long time to roll out a new network. Verizon's broadband connect serves 53 cities. Cignular is a little below half that number, but Cingular also started 6 months after Verizon and Cingular had to finish their integration.

So, why do you think Cingular is slow? In fact, I would say that Cingular is marginally behind Sprint and Verizon and, with the integration finished/near finished, a lot of techs will be free to work on 3G rather than integration work.

I'd love to see T-Mobile get 3G out as quickly as possible, but I think it's wrong to think that they would be faster than Cingular - unless you account for the hugely greater number of towers that Cingular has.

Its funny you said that. I was looking to get mobile espn for a second phone just for fun. When I looked at the EVDO coverage sprint offers it would be a waste of time to get it. Cingular is doing just fine and their coverage will easily mirror if not pass verizon and sprint in the coming months.
