V3i Instant power on hack

I read the hackthev3i website and do not know exactly what to do:
'Instant on power button
How would you like to not have to hold your power button for a few seconds to make your phone turn on? Well there's a simple seem edit that will fix this. Download seem "0032_0001". Then go to offset "2F" and at bit "7" check the box.. If you'd rather have your phone take longer to turn on then uncheck this box.'

Can someone explain exactly what I need to do here? Thanks.

almost all v3 and v3i released by carriers have this seem checked off automatically. the ones that need it are usually over seas ones such as asia and europe. if u notice they take longer to turn on, but when your turning on a north american phone, it is faster cus it has the seem already activated.

Thanks. My phone offset 2F bit 7 was checked and I had to hold on to the power button for a few seconds before it's turned on. Anyway, I unchecked bit 7 to see what happen and it is doing the same thing as bit 7 being checked. I though there is a seem editing to turn on my V3i instantly without holding it. Can soneone point it out to me please? Thanks.
