Will reflashing take of user locks?

I am looking at cell phones on eBay. The two i like in particular have user locks on them. I am wondering if by reflashing the phone i could get rid of the user locks. If that doesnt solve it, is there any other way i could do this?

if by "user locks" youmean locked by the service provider, flashing will not unlock a phone. you can use a third party unlocker.

This is what is in the description

"ITEM FUNCTIONALITY : The cell phone camera and some other functions are locked by user."

i dont think they mean service provider restrictions

sounds like security locks. you can try 1234, which is the default, or when it asks for the unlock code, press menu and see if it then asks for the security code - the default is 000000. i'm assuming the phones you are interested in are motorolas. if they are, these codes are stored in seems 0074 and 0076 which can be read with the appropriate modding program.

how difficult is it to see what the seems are.. i have flashed phones before but have never seem edited

not difficult. download p2ktools 0.8.6 and the necesary p2k drivers.

V710 is CDMA, p2ktools isn't going to do the OP a lot of good - in fact, it may do the OP a lot of BAD
