can't reset my s40

just got an s40 from my brother who works overseas. i'm using it with a cityfone sim card, but i can't reset the phone. followed the instructions in the manual (take out sim, power on, enter *#337#), but nothing happens after i enter the code. wtf? help greatly appreciated.

You have a software version below 3.1.0. You need to update.
