Won't recognize USB device - PM-8200

I have been trying to get my friends PM-8200 connected to my PC (win xp) and everytime i hook it up it gives:

USB Device Not Recognized
one of the USB devices attached to this computer has malfunctioned, and Windows does not recognize it. For assistance in solving this problem, click this message.

When i try to manually reinstall the drivers for the phone, it won't let me or is says its already installed and functioning. but in BitPim, nothing comes up. It has been working on my Samsung A640 on the same computer without a hitch.

any help would be greatly appreciated.
