What or how do you convert a mp3 or wav files and convert into a ringtone?
What program(s) are needed?

It depends on the mobile you have, whether it accepts wav or Mp3. Most of the mobile accepts Mp3 format. Just play and record the Mp3 or wav files in any editing and converting software, suggests FlexiMusic Wave Editor. Using "Save As" command save the files in the format of your choice (either as Mp3 or wav files). Then upload the saved file format as ring tones in your mobile.
