Need to Reflash?

I am ordering a vodafone sim card for a friend that is going to do a study abroad in Ireland. Do I need to reflash the handset? I know it's pretty necessary for American carriers because of all the restrictions. She is just going to be using a Nokia 6610 unlocked from T-mobile USA.
She won't be using the phone much, mostly just as an anti-rape protection. So, she dosn't need WAP (I assume)
