BB 7290 Enterprise Activation

I'm trying to activate a 7290 on BES v3.6, I've added the person's name on BES but for some reason when I turn on the device it's trying to do "Enterprise Activation" with nothing showing under that screen. BES server says the device hasn't made contact to the server at all. Do I need to plug it in to the PC for it to grab the PIN and start to sync properly?

BES 3.6 doesn't support Wireless activiation. It has to be BES 4.0 or higher.
