Ringtone Program on Phone...

Looking for some help from my friends out there. A couple months ago I came across a program that installed to my phone, ppc6700, with a cab file. It would allow you to pick a song, mp3, wma, etc and send through this program that would compress the song to be used as a ringtone. I can't seem to find it now and would love to get it back...
anyone out there know of this program? I believe it was a free tiny little app...

I've been using this site for long time (at least 2 years) and it is really FREE and not spam. You can upload your music files or pictures and later you can send it to your phone. They convert music files in ringtones. It is a cool site. Also, you can search for an specific song that another person already upload to the site.
