My phone only allows me to use English, Spanish, or Portugese. I need to be able to send text messages in Chinese (simplified) and Russian. Any advice on how to get the language packs installed?

The only way to do this is by installing a ROM that will give you those languages. You will have to find a ROM that supports them and flash your phone.
