SIM Swap

If I have a Motorola L2 and a Samsung D407, both on Cingular plans, can I swap the SIMs from one to the other? The reason I'm asking is, I need the L2 for work (no camera), but it's not available under my current plan (government contract). A friend of mine needs a new flip phone (the 407), so I want to order that on my plan while she gets the L2 under hers, and then swap phones.

OK, to complicate the issue, we're former ATT Wireless customers, so we have ATT SIM cards. I know they won't work in a Cingular phone. So when I upgrade my phone through Cingular, will they send me a new Cingular SIM card with it? If so, how do I get what's on my current card on to the new one?
