is there a program for this or something on the phone that is actually best for this?

I use the Notes program on the phone, I can record class lectures right to the storage card and sync them with Outlook.

Correction...the voice notes do not sync with Outlook as I thought. You will have to send them to your computer via USB or Bluetooth.

what format does the notes record in?

Right now I don't have the time to look it up, but I thought Resco (resco.net) has a program called Audio Recorder. Check it out, maybe it will serve your purposes.
