if you downloaded the CAB to your desktop use active sync to copy it to your device using the active sync file explorer feature, then using the device file explorer locate the CAB file and tap it once to install the application

or you can just point your 8528 web browser to the download site and download the CAB file directly to the device, before the download starts the download confirmation prompt will have a check box option to execute the CAB after the download completes, this way you don't need to manually click the CAB to install the application
