Does adding apps take up system memory when not running? What about uninstallin them?

I'm starting to download a bunch of little apps and games. Obviously, they take up system storage and if I run them take up system memory, but if they are not being run, do they still take a little system memory?

Same with apps that are uninstalled. Do they still take up little bits of memory?

Also when you uninstall a program, are files/folders still left behind (like can happen within Windows)? Any good way to fully uninstall stuff?

For several reasons, you're better off installing apps on storage card, unless, of course, the app will only run on main memory storage.
