When I download it, it is coming up under my documents... and then when I go to click on the program all it is doing is asking which folder I want to extract it in?

I cannot get it to download at all.

By default 1) sDown installs in MyDocuments 2) all files downloaded with sDown download to MyDocuments. Move sDown, and so do the files you download (not previously downloaded files). I have noticed sometimes it will say downloading, but will not show the completed download as XXKB download in XXseconds. Maybe it's just a buggy program.

edit: I tried to DL the file to see where you were having problems, and the file name is 1 character too many for sDown. That is a ridiculous problem with the program, however it's free so I can't really complain. Enter the URL into http://www.tinyurl.com and try the URL it gives you.

edit2: Ok, that didn't work. It just flashed 'downloading' and then nothing. I have to look into this program a bit more as I'm new to it.

Umm, how about load the link above in your FireFox browser, the plugin will show a big "Q" for Quicktime and the file will play, click on "tools" and then click on "Page Info", then click the "Media" tab and you will have a button that says "Save As" choose where you want to save your mp3 file. Then drag and drop onto miniSD or sync'ed Handset with ActiveSync and you set the ringtone on your phone. Tada, done.

For some reason, I was trying to do this without being connected to a PC. Apparently the OP didn't even specify, so my bad on that one. I know how to put a song on a synced item, as that's just drag and drop simplicity.

What's with sDown anyway? Here I am thinking that you can't download files, but when I put the URL into my PIE, it asks me if I want to download it and where. So why do I need sDown? Also, it wouldn't even let me finish the original URL. It would stop right before the '3' in MP3, yet other longer URL's work fine. This smartphone stuff...

Dunno, I paid for Opera and it downloads pretty well. pIE gives me too many wap sites instead of full sites so I only use it as backup of Opera has trouble reaching a site.

sdown lets you dl any file type. PIE only lets you dl file types your phone can view
