does porting law include transfer of my cell phone to another company

i have three cell phones. 2 are gps and enhanced 911 capable. i'm changing carriers but the company i would like to go with says that i have to buy one of their phones. another 100 to 200 bucks gone. in my case 100 because, all i need, want and use is a phone. no text msg, camera and so on. a friend told me he has seen reference to this in a forum he visits and states what he read is that incorporated into the porting law a cell phone company has to accept and activate a compliant phone of another company. anyone have reference to this? tia

Whether this is even technically feasible depends on what carrier you are with and where you want to go. It also depends to some degree on the handsets you currently have. What is the manufacturer and model? Are they unlocked?

This is not a legal issue based on any porting law, but rather a technical issue based in the specifics of your handsets and your carriers.
