How can a CRICKET & CINGULAR VIBRATE WHEN DISABLED

My friend has cricket and his buddy has cingular and they are being harassed via flat tires etc..

The other day both there phones started vibrating, "not at the same time"
and neither have them set to vibrate but they did with no caller display.

They were set to ring but not vibrate.

This happend a few times over a 2 day period.

CAN THIS BE DONE?

If so how can it be stopped and any info on how it was done would be helpful.
