At least if you cannot lower the €, try to profit on your phone calls,
Roaming tariffs are way to high, you can be charged up to 2 € only for receiving a call while you stay in Germany
If you need a SIMcard while you are in Germany, I recommand having a look at this: www.rentmyphone.com
Prices start at 0.15 cents/ minutes calling to the U.S. while prepaid cards are between 1,50 to 2 € per minute...

Did you include the price to rent the phone?

In 99% of cases, renting a phone in this day and age is a bad deal....lots of unlocked gsm phones are available on ebay for prices ranging from $50 US...couple that with either a prepaid German sim or an international sim with free roaming (United Mobile, some Isle of Man sims, O9) and now you pay zilcho to receive calls and if receiving calls is all you do, send a text message on United Mobile once every 9 months and the credit will never expire.

Phone is at 2€ per day but you can get it for less if you stay more than 1 week... I think it was a good deal: paid 20€ for the phone rental for 2 weeks...
But I guess if receiving calls is all you do, you probably won't need to bother , and getting a prepaid sim-card is probably the best thing. But when I ordered with them, I got my number at first 2 weeks ahead: +49 176 15 000001
btw: not that hard to remember... And could give it to everyone before leaving...
My bill did not exceed 50€ and I am somebody who calls a lot. I know with a prepaid simcard, I could only have called 25 minutes to get to 50€. It's all up to you... :-)

....not to belabor the point but with my international sim card (which came with 10€ of credit 3 years ago and still has €8 of credit)...using callbackworld for the same € I could have called the United States for 464 minutes!
