I want to make a custom homepage layout for my blackjack and I was curious if instead of using the MRU and having the most recently used programs up if I could assign permanent quick launch icons.

If so, how would I do this please?

You will need special home screen plugin for that. Then you have to edit home screen xml to lay it out.

Are there any free plugins to use or will I have to purchase one like Facade?

I don't think there are any free plugins. You have to buy them. My old SMT5600 has an AT&T plugin that does the fixed launch icons like you want. I used to edit home screen xml files to use that plugin on my old phone. There are quite a few home screen designer tools out there to let you design your own home screen. But you need to pay one way or anyother.
