MP3 sound quality on Blackjack

I added a MP3 to my phone to use as a ringtone but the quality sounded poor. I then figured out it was only at 35% quality, so I used the scroll and put it at 100% but when I tested the tone under the ringtone prefs it went back to the poor quality again. 
Any pointers?
