No it isn't.
But you can buy it SIM free and unlocked from various retailers on the internet. Mphone and Expansys would be my favourites... unfortunately Mphone has high prices and Expansys never has anything in stock...

U can try to AT&T and check it out.. I know they carry the GU87 and right now they're doin promo u can save $100 when u purchase the phone....

unfortunately,
ATT's phones are locked... there are no readily available services in the US to unlock it.
