ok, i am using a gd 55 but the usa 380 looks sorta dumb, and was wondering if all panasonic using an att sim display usa 380? for example: GU87, GD88, GD87, and GD55???

I put in a cingular sim, and it display cingular, so someone enlighten me

NO GD87 does not do that. I am not sure why GD55 does this. It is showing the MNC and MCC on AT&T. I would speculate that the AT&T tower is not broadcasting a system name and that is why it is doing this but with my GD87, I have never seen this. Even when trying to force it on AT&T. If you try to select a different system with the cingular sim in, what does it list your choices as? Also, repeat this with the AT&T sim and see what the choices are.
Just remember that this mobile was never intended to leave Asia. I expect for software upgrades to be done soon or maybe already, becuase I have heard that Rogers is buying it

when i put in a t-mo sim card it says cingular....when i do a search, theres cingular and usa-380....so your gd-87 says at&t wireless...or does it not?

I have not seen that show up on my GD87, As I understand it, The mobile should use the ID as presented on the sim if CPHS is enabled, otherwise the mobile retains a table, If the tower is broadcasting an ID, then it uses that, if not it displays what is in the table. In many cingular GSM areas T-mobile uses the cingular towers, so it would show up as Cingular unless you are using an EONS enabled sim and mobile. I am guessing that the AT&T service is not broadcasting an ID and there is no table loaded in the mobile covering the US. Just my guess
