Blackjack wont charge via usb?

Can anybody help me here? I have the Samsung blackjack usb cable and I like to use that to sync and also charge my phone via my pc. It seems to charge ok, but if the phone battery goes dead, I cant get it to charge via the usb, only by the wall jack. Am I missing something?

In order to charge from USB the battery has to have some charge in it initially. This is how MS Smartphones work. If the battery is completely dead, only a wall charger will fill the battery.
