AMR-HR Question on a V3

I want to disable AMR-HR on my V3's, but have a quick question. If I disable AMR-HR, will the phone display a network busy message when the network is really congested and only allowing AMR-HR?

it might considering full rate creates more traffic, but the quality is so much better than half rate
