Can't activate Moto Razr

I attempted to switch my phone over to one that I bought from a classified ad. Well, everything went smoothly until I tried to do the confirmation call when my original phone turned itself back on (don't know if it was related), and then I was unable to verify the call. From that point on we tried the manual reset of the #, etc.
The ESN number showed nothing about being stolen. I was doing some reading and I saw it was possible for the ESN to be on hold or something.
What could be the problem with this phone? I know I probably didn't leave enough info....I don't know what else is relevant, other than the fact that I then tried to do it online and I was unable to activate it on this line or another phone line.

Did you do the manual OTA programming? Sometimes you have to wait like 5 minutes before attempting the OTA programming. While doing the OTA, make sure that your other phone (which should be the original phone) is turned off. Press *22899 then "call" to do the programming.

You can try to activate your phone online .. just pick the correct phone number the new phone will be .. put in the ESN correctly (better to go to Menu -> other info -> ESN .. just because the ESN under the battery may be different from the phone board itself.
Choose your reason for changing the phone (I always use Other) .. click submit.
Make sure your original phone is powered off.
Wait about 5 minutes and do *228 Send .. then 1 when you hear the recording.
If programming is successful .. do an authentication test call (#832 Send) .. and wait for the recording to let you know if it was successful.
If the website is telling you to call customer service .. it's because you're probably going from a Non-VCAST phone .. to a VCAST phone. And when you do call customer service .. tell them you tried to change it on the website first .. that way they don't charge you any fees for activating a different phone.
If you tried the OTA programming (*228 Send, then 1) a couple of days ago .. Verizon was having some issues with their service .. no one could do OTA programming for a few hours.
