phone for U.S. and Norway

Guys, i need some help, my uncle is here in the U.S visiting and he bought a new phone before coming over from Norway, a Motorola 220, its 900/1800 mhz and it will not work here in Mississippi. My question is can i purchase a unlocked Motorola V400 quad band phone(850,900,1800,190) and can it be used both here in the U.S and in Norway?
