Can't locate the $100 Refurbished Samsung Blackjack on Cingular Premier

I only see the Samsung Blackjack on the Cingular Premier site for $149 today. Also, does the $100 dollar discount with a Unlimited Data plan not apply to purchasing a refurbished phone???
