questions about international phone use

sorry, i dont know much as i am a verizon user. i am trying to look up information for a friend that will be traveling to paris in a few days. i have searched but still have several questions.
to start off, she has a Pantech PG-C300 i'm fairly certain it is not unlocked. am i correct in saying that she will not be able to use a prepaid sim that she can buy one she arrives?
if that is the case, what is the next logical step? get "world connect" for 3.99/month? with world connect how much per min would a call to the us cost? how about text messaging?

The Pantech C300 was not built with any of the European Radio bands. She'll need a new/different phone.

not trying to contradict anyone (i know you guys know more than me) but i just did the "travel plan" on cingular's website and it says her phone is fine?
i have talked to her about buying a phone just for her trip but she doesn’t like the idea.

Yeah the Pantech is 850/1800/1900 so it will work in big cities in Europe because they use 1800 there.
What country is she going to? Look here and it will tell you the freq need in each country

thanks for the help looks like she should be ok with 1800. paris, france.
do you know anything about the "fees?" the prices seem reasonable with the world traveler plan but i dont know how much the prices will get jacked up afterwards.

There is no jacking up. France is $0.99 a minute with the world travel package.
