What is the ROM update? Who qualifies for it, anybody with a 8525?

It is a software upgrade, for example when you reformat your comp to Windows Vista from Windows XP thats an OS upgrade so that is exactly what the little phone does going from Windows Mobile 5.0 to 5.2 or 6.0. Whichever they please. Its downloadable for free from HTC's website.

They don't. Because if you brick it (although slim, it does happen from time to time), it's your fault.
