heavy duty hardened GSM camera/bt phone?? Any ideas?

My friend is looking for a heavy duty cell phone..i guess there are some out that are cdma but he can not find a gsm one (he uses t-mobile).
Bascially he is out in the field a lot and his phone will get bumbed or exposed to light moisture.
Phones from other countries that the us are okay too...
Camera and blue tooth is all he needs. Would wleocme any ideas..as i am not having much luck finding anything.

any kind of camera..and after talking to him..it does not have to have a camera after all!
