Going to Germany and Croatia, what are my best prepaid SIM options?

I'm going to be in Germany for a few days, and Croatia for a few weeks. What are my best options in terms of getting a prepaid SIM Card? Where would I even go to buy one? Do I need to give identification to purchase them?
I recall seeing a few on Ebay, but the prices turned me off, they were going for way more than face value. I'll probably just buy one in Germany, another in Croatia and eBay them when I get back.
I don't really plan on making very many outgoing calls, just going to get some incoming calls (ie: free calls) by changing the number that my 800 number forwards to.
Any ideas or suggestions?
PS: I'm not really partial to T-Mobile, I just know that they have a presence in both countries.

No experience with Croatia.
If you are in a larger city in Germany, you should have no trouble finding a places that will sell you a SIM. Some of the offers are only available ONLINE (SUNSIM is probably the best bet with 8 cents to landline phones; it will have to be delivered to a German address -- like your hotel; with your "few days" not sure the time window will be good enough). You might try a PENNY card. 15 cents to all German phones. You will not want to roam with it. Available in Pennymarket stores, which are quite common. You will have to activate it. Ditto the SUNSIM card.
