does anyone know of any programs that can create ringtones... i mean, edit songs to make the section of the song you want as a ringtone...

There are several. I use Audacity myself--it's free and can export as .wav, .mp3, etc. You can "crop" a section of a song and even do a fadeout at the end.

i downloaded Audacity and i'm a little confused on how to start using it. I Import a song and i press play, then it makes a whiney noise then it stops. Lasts for only about a second. Any help would be greatly appreciated.

The Audacity website has some very easy to follow tutorials. One thing to note, you will need to install the LAME dll to save your song clips to mp3. This is also covered in their tutorials.
