[8525] Battery Charging Issue? Help?

Can someone tell me what is going on here. When I plug in the 8525 in the wall charger, it doesn't do anything. No yellow light.
When I restart my device (while plugged in), the yellow light turns on and it begins to charge. The icon on the bottom right even shows the indication that it's plugged in.
If I disconnect it from the wall charger and plug it back in, nothing happens. It doesn't charge.
What is going on?
