Is there any way I can create a .rtf file on my computer and have it open in the Notes application on my SK3?

No.

However, what you may want to do is create the note and paste it in notes using the desktop interface. Or you can send yourself an e-mail and paste the text into the notes app. If you have gmail (I am sure other web mail can do this too), create an draft of an email. In fact I use gmail more often than notes .
