server busy...

I always get "Server busy" message when I boot up - my options are "Switch to" and "retry", both of which don't work. After a minute or so, pressing switch to works.
Does anyone else get that?
I know it happens when a COM object contacts another ActiveX EXE (COM exe) and the other one is blocking it.
Still, it smells of really bad software design on SE's part!
