today I found a cell phone in a orv park. I tried to call the owner but the phone was disconnected, so I used my cell phone. I talked to the owner and he said that he had a new phone already. (he had phone insurance). he told me to just erase everything and just to keep it. now I wanted to know if I can activate without any problems or should I just throw it out.

Depends on what type of phone (GSM or CDMA) it is, what provider it came from (or whether or not it's unlocked, if GSM), and what provider you use. If it's unlocked GSM or GSM from your provider, you can put your SIM card in (if you use a GSM provider), but if it's CDMA, it could be blacklisted if it was reported as lost.

form the reserach that I done it's a cdma(razor vr3) on alltell, but I am canadian and I was going to unlock it and put it on with telus. will that still work or should I just throw it out. If it is blacklisted do the just take the phone from me if I try to get it connected. any info will help and thanks tylex for your time and your response.

Usually when a phone is replaced via insurance, the insurance company blacklists the old phone.

you can sell it on ebay as repair stock

CDMA phones are not locked, per se. A CDMA wireless carrier will only activate phones whose Electronic Serial Number is in its database even if another carrier has an identical model.
