Two RAZRs, one good, one flaky on 900MHz?

I have two RAZR V3 phones, a black one I got from Cingular with my service, and a second silver one I bought used on Ebay to use when traveling internationally (so I don't have to open up and switch sim cards in my regular phone).

I was recently in Venezuela and bought a Digitel prepaid sim card. I put it in the silver phone and once in a while it would find the network and register (10% of the time perhaps), but most of the time it did not. I tried the black phone (Cingular gave me an unlock code) and it worked all the time - 100% rock solid. Both phones were set to 900/1800.

Now I am back in the USA and I tried my Cingular sim card in the silver phone and it is rock solid. And with the Digitel prepaid sim card in it, it now registers to the T-Mobile network reliably. Any ideas what is wrong? Is there some setting in the silver phone that I am missing that made it flaky on 900MHz (Digitel in Venezuela), but allows it to work ok on Cingular and T-Mobile (850/1900) in the USA? Or is it more likely that the phone is just defective? Going by the software versions printed on the label under the back cover, the silver phone is slightly newer than the black one.
