Do GSM phones need to be hacked to allow personal mp3 ring tones?

I don't have any experience with GSM so I'm wondering, do 3rd party and/or "branded" phones have mp3 ringtones locked out?

I could understand if Rogers branded cells do, but what about non-branded hardware?

Non branded if unlocked have nothing locked out, you can add ring tones with no problems.

I don't believe that Rogers cripples their ring tones either, you just need the right software to add.

USually Motorola Phone Tools will do the job for you.

I have rizr on Rogers and have no problems adding ringtones. I had a razr v3 from rogers also had no problems adding ring tones.

SE phones require a DRM packager, but aside from that, you can use MP3's as ringers on all the other supported phones.

I've had no problems putting .MP3's on my o2 branded Nokia N80 (even though it's unbranded now due to firmware update).

I like to use .AAC on my Nokia's as there about the same quality as 128kb .MP3's only smaller file size.

I've got a Rogers V3, and I can use MP3s as ringtones without issue. Just used OBEX over bluetooth to get them onto the phone.
