what is wrong here

ok so i press the end button on my rokr e6 to turn it on the hello moto screen comes up and it stays like that. what is wrong. someone told me it has a flash problem. what is this and is there a way to fix my phone so it will turn on.

It's crashed on boot. Refrash with a known-to-be-good firmware, Monster Pack.
If the E6 has a Reset-to-Factory during boot, use it.

what do you mean refrash. there is no factory setting during boot. how do i fix this problem.
