PPC 6700 Question

I just bought a PPC 6700 off of ebay. The seller claimed it was "new"; upon receiving it, it is at best refurbished. I have a question about the dot under the battery - I understand on many phones that if the dot is red the phone has gotten wet? The dot (about the size of a hole punch dot) on this phone is bright red. Is this normal or have I been scammed?
