CDMA V3M, Vista, BT connection problems

Here's what I'm up against (which causes MPT not to talk to the phone):
Microsoft Vista, fully patched
Motorola RAZR w/US Cellular CDMA network
Dell Latitude D630 w/onboard Bluetooth
Problem is as follows:
Power-cycle RAZR
Go into Bluetooth Devices CP
Select phone
Click Properties
Click Services tab
Dial-up networking (DUN) shows on COM4
Repeat, and I'm able to the query phone repeatedly
Go to Phone and Modem Options
Click Modems tab
Select Standard Modem over Bluetooth link COM4
Click Diagnostics tab
Click Query Modem
Succeeds once
After that, the query fails, and in the Bluetooth Devices control panel, DUN no longer shows up under the Phone Service properties.
The query in Phone and Modem Options returns:
"The port that the modem is attached could not be opened. This may be....."
Power-cycling the phone fixes the problem again until the modem is queried.
When clicking properties in the Bluetooth Devices CP, "Connected" shows under the phone when checking services, but DUN still isn't listed. It would appear that the phone stops broadcasting modem support permanently until the phone is power-cycled again. Motorola Driver Installer says all drivers are current and up-to-date.
Am I missing anything obvious, other than using a USB cable instead of BT :-)

Updated drivers don't resolve the issue. I'm wondering if it's an issue with the cell phone or Vista. DUN support disappears before using MPT so the program PhoneTools itself isn't the issue.

I know my BT dongle driver messes up MPT, so I just use Windows' generic and that works fine.
