Which phone cams let you adjust exposure (aka apeture)?

I know this is a little bit of a "high end" question, but if anyone knows I'd be grateful.

The #1 feature that helps you take better pics is having some sort of apeture (also known as Fstop) control. Every phone features automatic exposure (that's what's at work when you swing the camera around from dark to light scenes and you see the screen automatically adjust the bright and dark bits).

But auto exposure can often get it wrong, so many phones have a "brightness" control that is actually controlling the Fstop exposure (on some digital cameras, it's like going to +1, +2, -1, -2, etc). This is the only way to make sure the pic you take has what you want properly exposed.

The problem is, I'm finding more and more cam phones actually do simply adjust the "brightness," which does nothing to help the picture - see this thread for example pics and more explanation:

I'm pretty sure all Motos let you adjust exposure (with the brightness feature) but today I played with the Samsung A717 and was shocked to see the the brightness control just made the whole pic brighter or darker, it did NOT control exposure.

If anyone knows what I'm talking about, I'd love to know what phones you have experience with on AT&T actually let you adjust the exposure up and down.
