Using QPST to make a file read only so phone apps cannot edit it (E815)

I am trying to make some of the .db files for my apps read only using QPST. I have tried setting just about every attribute and it seems to hav no effect. I tried read only, permanent, system permanent, and I even tried changing that buffer option to prohibited. None of these options have any effect when i run the app it can change the file w/o any problems and all of the properties are set back to the way they were. Do these options just not work on certain phones or what???
