"Fixed Dialing" - Exists on Nextel?

Hello,

I manage our Nextel account for our company and I've brought to managements attention the abuse of personal calls. I've been given permission to try and find a solution of restricting the numbers people can make on the companies cell phone. We have i730's and here is what I am after:

Load on the SIM card the companies cell/walkie numbers
Lock the SIM from further entries
Lock the phone to call only numbers on the SIM

I went to the Nextel dealer and he said there was a program but couldn't remember the name. On other Motorola phones in the GSM network, it's called "Fixed Dialing" or "Restrictive Dialing" and can be done via the handset. I have the iDEN Motorola Phonebook and RSS Carrier 17 (and one higher) to access the phone in case there is a switch or setting there, but I didn't see anything.
