If i dont have a data plan, can I still use the Wi-Fi for internet and will I be charged for it?

Assuming you make sure you're actually using the WiFi and not the GPRS/EDGE/HSDPA connection (Windows Mobile can be quirky and show you as being on WiFi and still use cellular data), you can certainly use it and you won't be charged.
