Blackberry 7100t phone function deleted??

I need help desperately. I have a 7100t for T-mobile and somehow the previous owner deleted the bluetooth and phone programs off of the phone. Everything else works just fine but I can't find anywhere to reload these back on the phone!! Even reinstalling the OS didn't put it back on. Please help!
