Iphone- Locking in Europe or Asia?

Regarding the impending release of the Iphone in Europe and Asia, are any phones in Europe and Asia locked? Perhaps instead of fooling around with unlocking software that might get disable by future Apple firmware updates, wouldn't it be easier to just buy a European or Asia Iphone if they're originally unlocked. I believe most Asian phones are unlocked but not certain about Europe. Any info much appreciated.
