The incoming email server in my case is mail.acelerate.com, i called my provider and they told me that the outcoming email server is the same.. but in this case my Cell phone service provider must give me their smtp(or outgoing email server) . UIs this true ? I configured my incoming and outcoming mail server with the same address but i can send emails, but i cant send them.

Many times ISPs lock their SMTP servers to only accept connections from their own network, so you on your computer at home would be able to send email, because you are on their network, but on your phone you are going through your mobile provider's network. You may need to look into using a different SMTP server.

thanks for the answer .. so should i ask my ISP to unlock this feature or call my cell phone provider to give me an alternative smtp?

your ISP won't unlock it, but your mobile provider MAY do it for you. i would just recommend getting a gmail account though and using your phone with that. it allows you to use gmail as pop mail and they have their own SMTP server that works on any network. Plus, when you switch ISPs (if you ever do) you never have to change your email address again because gmail stays with you.
