It's not an app, but BeeJive will allow you to connect to ICQ. Go to http://iphone.beejive.com on your phone.
Not sure about Skype, but that would be great. Although I would see ATT getting a little miffy about that considering it could cut into their revenue.

I think the new 1.0 version of Apollo IM allows you to use ICQ, but I am not positive.

Whoops. That is indeed true, the new Apollo IM supports ICQ. Can't speak for MobileChat, I uninstalled it after ApolloIM went 1.0.
OP, to install you'll have to install the AppTap installer. Search the forum or Google for instructions.

google "skype for iphone". there is a way to do it. you need a skype account first.
