What is cingular_premidlets on Tilt programs?

What does this program do cingular_premidlets? I was thinking about removing it, also removing the packman thing. Is their also another way to see what else is installed on device other than add remove programs I don't think it is showing everything that is installed?

I think it might be preinstalled java programs. I am not sure, since I never opened the Java program until after I uninstalled that stuff.
